If Tap X can fill the tank in 15 minutes, it means that 1/15 of the tank is filled every minute. Thus, after 4 minutes, 4/15 of the tank is filled while 11/15 still remained empty.
If Tap Y can fill the tank in 8 minutes, then, it can fill 1/8 of the tank every minute.
Since Taps X and Y are both turned on after the first 4 minutes, it means that they can fill the tank 1/15 + 1/8 every minute which is 23/120.
11/15 of the tank is still empty while the taps fill the tank at a rate of 23/120 of the tank per minute. To find the amount of time needed to completely fill the tank, it will be 11/15 divided by 23/120 which is 88/23 or 3 and 19/23 minutes.
4 minutes at the beginning and 3 and 19/23 minutes in the end, 7 and 19/23 minutes is needed to fill the tank completely.

P.S. Though the problem makes a lot of sense, the numbers used are not that friendly.
