At first the sums are 25 n 35. Exchange 6 n 16, now become 35 n 25. Think the question angmo got problem

Since left stack is 25 and right stack is 35... Left stack needs to +5 and right stack needs to -5. That's the heuristic bit. The right block that is exchanged with the left needs to be 5 more than the left one. Which in this case is not possible. Error in question
